Published 25 February 2026 by the Committee for Economic Development, the Oliver Wyman-led strategy sets the 10-year roadmap for Guernsey’s finance sector. Ambition: return to ~3% annual real GVA growth, ~£6,000 additional real income per finance sector employee by 2030, ~£25m additional government income by 2030. Six strategic initiatives spanning productivity (incl. AI & digital tooling adoption), value-chain progression, tokenised securities, private capital mobilisation, IFC brand positioning, and structural constraint remediation. Establishes the permanent Financial Growth Forum as delivery body.

The May 2026 Handbook update sits squarely inside that frame. Reading the regulatory developments without reading the strategy underneath them is reading the punctuation and missing the sentence.

Financial Crime Handbook Update & Feedback Paper
On 5 May 2026 the GFSC published an updated Handbook on Countering Financial Crime alongside a feedback paper to its Supporting Growth with Digital Finance consultation. First phase of the Commission’s wider response. Formal shift from “technology neutral” to “technology positive”. Includes five new or amended red-box Commission Rules covering electronic verification systems, technology risk assessment timing, deepfakes and synthetic identities, record retention, and CDD/CMP coverage. Supplementary upload on 8 May 2026 added previously omitted chapters 7, 9, 10, 16 and Appendix F.

Five new or amended red-box Commission Rules are embedded in the document. Firms using electronic verification will almost certainly find their existing technology risk assessment does not address Rules 5.28, 5.33, 5.36 and 5.38 as drafted, and the four words added to Rule 3.69 — “in advance of its deployment” — change when the obligation bites.
